Canadian Government Limits Nicotine Levels in E-liquids as Part of Tobacco Harm Reduction Efforts

Vapeboss – The rapid development of technology has also been accompanied by the development of innovation in nicotine use in Indonesia and around the world. Electronic cigarettes, or more commonly known as vapes, are one of the innovations in the application of nicotine that transforms conventional cigarettes into modern ones. Vapes are, of course, inseparable from their liquid, which is known as e-liquid. This e-cigarette or vape liquid is made from a mixture of PG (Propylene Glycol), VG (Vegetable Glycerine), to which food or fruit flavors and liquid nicotine are then added.

A few years ago, Canada played a role in tobacco harm reduction and fully supported the use of vaping products as a smoking cessation/reduction tool. Unfortunately, this all changed when a paper published in BMJ concluded that there was an increase in the number of young people smoking and becoming more addicted to smoking in Canada.

Clive Bates, a public health consultant and former director of Action on Smoking and Health (ASH), had at the time pointed out that the BMJ paper's figures were incorrect, and indeed they were. Almost a year later, the journal sparked controversy. However, unfortunately, the damage had been done, and the research figures caused considerable concern, leading to a change in policy.

In December 2020, Health Canada proposed setting a nicotine limit of 20 milligrams per milliliter (mg/ml) for all vaping products. In line with the BMJ study, Health Canada identified the availability of high-nicotine concentration vaping products in the Canadian market since 2018 as one of the main factors contributing to the increase in youth vaping.

Once "ratified," the policy will take effect on July 8 and will extend to all retailers starting July 23. The measure also includes regulations prohibiting Canadian manufacturers from exporting products exceeding a nicotine concentration of 66 mg/ml. The imposition of a maximum nicotine limit on vape liquid aims to control the nicotine content in circulating vape liquids to prevent excess, for the sake of health.

By imposing a maximum nicotine content limit on vape liquid, it is hoped that this will provide guidance to vape liquid manufacturers to prioritize consumer safety. Of course, these efforts also require widespread public education about the importance of knowing the safe dosage to consume to avoid adverse health effects.
