The Head of the Center for Constitutional Studies at Trisakti University, Trubus Rahardiansyah, stated that in Indonesia, tobacco culture is deeply rooted in daily habits. "In line with the survey results, appropriate consumer education for HTPL products and the implementation of tobacco harm reduction policies are very urgent, especially to address misconceptions about the risk profile of HTPLs," he said in a virtual discussion titled "Dissecting Research on Consumer Perceptions of Electronic Cigarettes" on Thursday (21/1/2021).

Trubus stated that the health risks of using HTPL products are lower because there is no combustion process like conventional cigarettes. In fact, the health risk of vaping is 95 percent lower, so there is no connection between vaping and respiratory problems and addiction.

Trubus also dismissed the notion that the dangers of smoking are caused by nicotine. In reality, nicotine only causes addiction. However, the combustion process in cigarettes produces TAR, which contains most of the cancer-causing agents and other harmful chemicals.

Currently, Trubus notes that there are 2.2 million vape users in Indonesia, and the number of vape sellers has reached 5,000 outlets. As a result, the economic potential of this industry in the future is still very promising.

Moreover, the excise contribution from HTPL products has also increased. In the first year of HTPL excise imposition, from October to December 2018, this industry contributed Rp154 billion. By August 2020, the figure had increased to Rp515.9 billion.

This is in line with the Indonesian Personal Vaporizer Association (APVI), which predicts that HTPL excise revenue will grow by at least 40 percent year-on-year this year.

APVI Secretary General Garindra Kartasasmita stated that if averaged monthly, HTPL excise value in 2020 could grow by 110.97 percent to Rp900 billion. However, Garindra believes that the growth in excise stamp purchases will not be more than double last year's.

Garindra said this was due to a 50 percent drop in demand for vape liquids in Q2 2020 compared to Q1 2020. Meanwhile, HTPL excise in 2019 was Rp426.6 billion with a production level of about 2.5 million bottles per month.
