A joint research team from France and Switzerland gathered views from international tobacco control and smoking cessation experts through a series of surveys conducted between December 2018 and March 2020. They surveyed a total of 268 people from 15 countries, with relevant clinical, public health, or research expertise. The questions covered statements or recommendations about e-cigarettes and heated tobacco products, focusing on four categories: regulation, sales, use, and general issues.

The researchers collected responses from 92 participants in the first round of the survey and 55 in the second round. Responses regarding e-cigarettes showed general agreement that e-liquid components should be clearly labeled in the product, stating agreed and accepted nicotine limits. Additionally, products should carry warnings about the lack of evidence on long-term safety and the potential addictiveness of the products.

Experts also tended to agree that vaping products should not be regulated as consumer products but rather as a new category of nicotine delivery. They added that devices and their components should not be available for sale in general stores but either in specialized stores, tobacco shops, or pharmacies with clear restrictions for minors.

Given that heated tobacco products contain tobacco and may have the same addictive potential as regular cigarettes, experts agreed that these should be regulated as tobacco products. Medical Xpress reported that experts also put forward the following recommendations:

“The use of e-cigarettes and heated tobacco products should not be allowed in indoor public places
The implementation of a special tax on e-cigarettes and a tax on heated tobacco products should not be lower than that on conventional cigarettes.”

The results of this survey may be useful for health authorities, policymakers and researchers in the field of tobacco use and cessation,” said the study authors.
