A recent survey conducted in the Philippines by the Asian Research Network found that nine out of ten, or 90%, of local smokers would support public health strategies that endorse the use of safer nicotine alternatives such as e-cigarettes to quit smoking.
Conducted by ACORN Marketing & Research Consultants and commissioned by the consumer advocacy group Vapers PH, the study confirms broad public support for tobacco harm reduction. “The majority have a positive perception, would consider switching to e-cigarettes and heated tobacco products, and want greater access to accurate information about these products,” ACORN said.
The collected data shows that around 70% of the 2,000 respondents believe that e-cigarettes and HTPs are better alternatives than cigarettes, and 88% of adult smokers would consider switching to smoke-free alternative products. Additionally, 94% believe that local governments should establish policies that encourage smokers to switch to less harmful alternative cigarettes, while implementing strict measures to ensure that these products are not accessible to minors.
“The results of this survey come at a critical time as the Senate is debating the Vaporized Nicotine Products Bill. We hope our senators will listen to the voices of Filipino smokers and vapers when we ask them to pass the VNP Bill to encourage smokers to switch to less harmful cigarette alternatives,” said Peter Paul Dator, president of Vapers PH, a vaping advocacy group in the country.

Meanwhile, a previous press release by the Coalition of Asia Pacific Tobacco Harm Reduction Advocates (CAPHRA) revealed that while the Senate was considering Senate Bill No. 2239, or the Vaporized Nicotine Products Regulation Act, Bloomberg Philanthropies had interfered with the objective, casting a bad light on the measure. “The perfectly orchestrated criticism from youth and student organizations about the vaping legislation currently before the Philippine Senate proves that undue foreign influence and money continue to be an ongoing problem in the Philippines,” said CAPHRA Executive Coordinator Nancy Loucas.
“This latest timely youth initiative against Senate Bill No. 2239 has Bloomberg Philanthropies’ fingerprints all over it. Their ridiculous claims that ‘the vape bill is anti-youth and anti-health’ are undoubtedly funded and pushed from America. All their baseless rhetoric is straight out of the Bloomberg playbook. It’s very disappointing,” she added.
Thankfully, she added, the Philippine Congress is currently calling for stricter measures against foreign interference, while the House Committee on Good Government and Public Accountability has called for airtight policies to ensure foreign donors, such as Bloomberg, do not meddle in the country’s policy-making process.
