“Vape regulation or other alternative tobacco products need to consider the results of studies and research, especially regarding risk profiles, so that the regulation created is on target, runs optimally, and is easy to implement to address the problems faced by smokers,” said Ariyo.

Ariyo added that studies for regulatory materials require support from various parties, especially the government, academics, and researchers, in order to create evidence-based policies.

In the same international forum, Yuya Watase, an academic from the Pacific Alliance Institute (Japan) stated that the best principle for a regulation starts with reducing the harm from cigarettes first, rather than focusing on regulating a specific e-cigarette product.

Ariyo hopes that the government can implement better regulations in Indonesia by considering regulations that have been successfully implemented abroad and have reduced the number of active smokers with alternative products like vapes.

“Each country has a different approach to implementing the concept of tobacco harm reduction. The UK and New Zealand use vapes or e-cigarettes, Sweden with snus, and Japan with heated tobacco as efforts to reduce the number of smokers with different regulations. Indonesia can implement that strategy by focusing on adult active smokers who find it difficult to quit smoking, so they can get an alternative to switch. The principles are commitment to scientific evidence, social justice and human rights, and avoidance of stigma,” Ariyo concluded.
