The revision of Government Regulation (PP) No. 109/2012 concerning the Safeguarding of Addictive Substances in the Form of Tobacco Products for Health needs to be thoroughly reviewed. This includes academic studies and involves the public as well as relevant industry players.
Acep Jamaludin, an observer of the cigarette and e-cigarette industry, said that the revision process would be long and time-consuming. When a revision is to be made, the government will certainly consult with various parties first. This will then be followed by drafting, which must be based on an academic text, then consulted, and after that, decision-making.
"Because this is a Government Regulation, its position must be with the President to obtain approval. Now, has the President agreed or not?" said Jamaludin.
One of the revision points highlighted by Jamaludin in the regulation is that the revised PP will include and equate electronic cigarette products, such as vapes or liquid cigarettes, with conventional cigarettes, which are already familiar to the public.
According to Jamaludin, the vape industry is a form of creative industry because it is favored by many people, and the industry itself is relatively young, having only been formed in 2014.
"However, because it's creative, this product is starting to be popular with various groups of society," he said.
He added that the vape industry and the conventional cigarette industry are actually two different things. The government should protect the vape industry because it is a creative industry dominated by young people as SME business actors.
