Next year, the New Zealand government will introduce new legislation regulating the legal age for tobacco use, starting in 2027, said Ayesha Verrall on Thursday in Wellington. This aligns with New Zealand's plan to ban tobacco sales to anyone born after 2008. The legislation also aims to reduce the number of shops selling tobacco starting in 2024, and only allow very low nicotine smoked tobacco products starting in 2025.
“We want to make sure young people never start smoking, so we will make it an offense to sell or supply smoked tobacco products to new youth cohorts,” Verrall said. “People aged 14 when the law comes into effect will never be able to legally buy tobacco.”
The New Zealand government also has a campaign to create a smoke-free generation to reduce smoking prevalence in New Zealand to less than 5% of the population, a target they aim to achieve by 2025. Government officials also estimate that 15% of deaths in New Zealand, approximately 5000 people per year, are caused by smoking.
While smoking prevalence has fallen to 10% among the New Zealand European population, it remains 28% among Maori and 18% for Pacific peoples.
Chris Bullen, Professor of Public Health at the University of Auckland, said the government's plans – especially the move to allow only very low nicotine levels in cigarettes – are world-leading and potentially game-changing.
If implemented as outlined, the measures “could be the single most significant step we take as a nation to reduce preventable death and disease and reduce health inequalities in the next few years,” he said.
In the past, the government raised tobacco excise taxes, increasing cigarette prices in an effort to curb the habit. However, this policy drew criticism for increasing costs for low-income households where smoking is more prevalent.
“We've seen the full impact of excise tax increases,” Verrall said. “The government realizes that going further won't help people quit, it will just further penalize smokers who are struggling to kick the habit.”
