Vapeboss – The government plans to simplify the excise administration for electronic cigarettes (REL) and other processed tobacco products (HPTL). Finance Minister Sri Mulyani explained that the simplification of excise administration in setting excise tariffs will be part of the REL and HPTL excise tariff policy.
"There will be a simplification of REL and HPTL excise administration," Sri Mulyani said during a meeting with Commission XI of the House of Representatives on Saturday (17/12/2022).
Sri Mulyani stated that excise tariffs will not be applied to every brand of REL and HPTL owned by manufacturers, but rather to the variant and volume of their retail packaging. However, she has not yet provided further details on the plan for simplifying excise administration.
Through PMK 193/2021, the government has changed the excise tariff scheme for REL and HPTL to be more specific starting this year. The details include REL, which covers solid REL, open-system liquid REL, and closed-system liquid REL. For HPTL, it includes molasses tobacco, snuff tobacco, and chewing tobacco.
For both domestically produced and imported tobacco products, the excise tariff will be set in rupiah per milliliter or gram. The amount of the excise tariff will also be based on the specific type of tobacco product.
PER-12/BC/2022 concerning the physical form, specifications, and design of the 2023 excise stamps also mentions the personalization of excise stamps on tobacco products. In this case, excise stamps for tobacco products from certain manufacturers will be given additional special identification, such as personalized excise stamps in the form of added characters generally taken from the factory's name.
