Legal Since 2018 in Indonesia, Vape Industry Seeks Regulatory Support to Continue Innovating

Since 2018, the Indonesian Government has recognized vape by imposing excise duty on every vape product circulated. In 2022, the Government further paid attention to the categorization of e-cigarette products. Although there is a lot of misinformation regarding vape products, governments in various countries are taking steps to acknowledge the existence of vape and use it as an alternative to reduce the number of smokers.

Even according to research by the University of Queensland, Australia, vape products are 50 percent more effective in helping smokers quit than nicotine replacement therapy.

Paido Siahaan, Chairman of the Indonesian Vape Consumers Association (AKVINDO), also reminded that SNI plays an important role in ensuring the feasibility and safety of HPTL products.

“SNI is needed so that consumers can enjoy goods that match their price and quality,” said Paido.

Over time, the vape industry itself has undergone many developments. Until now, several innovations and breakthroughs have emerged in the form of closed system vape products. These products carry a closed system that combines liquid and cartridge into one, making the product seem simpler for users because it no longer needs to be tinkered with.

“In a closed system vape, the product is simpler because it only consists of a disposable cartridge and its battery. This is different from an open system vape which requires liquid separate from the cartridge and so on. In addition, closed system vape products are also more affordable for the market because they potentially have more distribution points than open system vapes,” said Aryo Andrianto, Chairman of the Indonesian Personal Vaporizer Association (APVI).

Aryo added that he needed government support in the form of regulations because the innovation and popularity of vape in Indonesia continue to increase. According to Aryo, the Government plays an important role in encouraging industrial progress to develop and innovate further in creating products that are more beneficial, lower risk, and safer for consumers.

“Our main concern is regulation. The vape industry is still new; excise duty has only been around for 3 years. Currently, our focus is still on improving existing regulations. We need government support to build the industry in Indonesia, because Indonesia has a very good e-cigarette market that has been recognized by the world,” Aryo concluded.
