Last October, New Brunswick Health Minister Dorothy Shephard introduced legislation that would create a registry of businesses selling vaping products, as part of an effort to curb youth vaping. The opposition said the bill wouldn't truly address the problem, but Shephard responded that more restrictions were underway. "This is just the first bill to be introduced and it's about regulation and licensing, so there's more to come," she said.
Additionally, in 2020, local health critic Jean-Claude D'Amours introduced legislation that would ban flavored e-liquids. He said he wanted to see the flavor issue addressed by the local government. "If you look at a lot of organizations, what they're looking for is to really eliminate flavors."
Furthermore, the flavor ban has now gone into effect. "We need to give our young people the best start in life," said Minister Shephard. "We need to create an environment where children are not constantly exposed to vaping. And we need to support young people who are already struggling with addiction by providing the resources they need to quit."
Flavor bans tend to lead to increased smoking rates
Meanwhile, a recent Canadian Tobacco and Nicotine Survey revealed that thanks to increased vaping, between 2019 and 2020, there was a 40% decrease in smoking rates in this particular age group, from 13.3% to 8%. This figure is encouraging for Health Canada's 5% smoking prevalence target for 2035. Moreover, this target has already been achieved among those aged 15-19, as current smoking rates are no more than 5%.
Discussing the flavor ban, the Canadian Vaping Association (CVA) said the measure had been "rushed," and highlighted that there was "little evidence" that flavor bans actually reduce youth consumption. Furthermore, the group said, the implementation of such bans in other areas had dire results. "The consequence of the ban is a flood of black market products, an increase in cigarette sales, and smoking-related deaths. These consequences must be recognized."
