The Directorate General of Customs and Excise advises the public to always be up-to-date with excisable goods (BKC) products. BKC itself means that the goods are made from excisable items, one of which is our vape device. Achmad Sandri, Head of the Compliance Section for Excisable Goods Entrepreneurs at the Central Office of the Directorate General of Customs and Excise, explained that vape is classified as BKC because the essence used for nicotine comes from the tobacco extraction process, thus categorizing it as an HPTL product.
"Vapes that entered Indonesia in 2012 were only legalized by the government in 2018. So in 2018, vape users had to pay tax through tobacco product excise found in vape liquid," Sandri explained in a written statement, Monday (01/12/2021).
According to Sandri, the criteria for BKC in this case are: consumption needs to be controlled, distribution needs to be supervised, it causes negative impacts, and taxation for justice and balance. As vape users continue to increase every year, the government must control and supervise its consumption and distribution. With the imposition of excise tariffs on vape, the public is urged not to consume or trade illegal vape liquid (without an excise stamp).
"Legal and safe vapes for public consumption are those with an excise stamp on the cap of their liquid bottle," said Sandri.
Sandri also emphasized that excise collection for HPTL products is different from other excise collections, because the proceeds from these collections will be returned to the community in the form of improved raw materials, industrial development, social environmental development, dissemination of excise regulations, eradication of illegal excisable goods, and various other beneficial things.
Sandri hopes that the community and entrepreneurs will be aware of HPTL product excise and understand the difference in benefits between vape products with and without excise stamps. Sandri also urges the public, if they find or discover any violations related to excise, to report them to the nearest Customs and Excise office or contact the Bravo Customs and Excise service at 1500225.
