This regulation is based on the Mayor's Regulation (Perwali) number 110 of 2021 concerning the Implementation Guidelines for Surabaya City Regional Regulation Number 2 of 2019, which was ratified by the Mayor of Surabaya, Eri Cahyadi.

"We have already provided smoking areas, using the old Perwali. But there are some suggestions, which we will continue to update," said Surabaya Mayor, Eri Cahyadi.

The Perwali also includes fines and penalties for violators. Sanctions for violators include verbal warnings, administrative fines of Rp 250 thousand, and compulsory community service.

"The fine is the same, because there are quite a lot of smokers. There is indeed a fine in the Perwali. We are not just fining them, but this is to make them aware," said Eri.

Eri hopes that with the implementation of the KTR Perwali, no more smokers will smoke in public places and disturb non-smokers in areas where KTR is enforced.

"You can smoke, but don't disturb others who don't smoke. It's more important that we don't directly change that habit," he explained.

Eri also ensures that his party will continue to enforce fines for violators of KTR regulations.

"Don't be like that, just cross the street if you want to see it at Tunjungan Plaza mall, dare to cross (to smoke)," he said.

In addition, the Surabaya City Government will continue to appeal to the public and ensure that no violators smoke indiscriminately and provide humane sanctions, especially in designated Non-Smoking Areas.

"Well, God willing, we will check the CCTV. To determine the fine. But if possible, the fine should be humane," he concluded.
