Starting January 2022, the government has set an excise duty increase for various products such as electronic cigarettes, tobacco extract, chewing tobacco, and snuff tobacco.

Sri Mulyani Indrawati, as the Minister of Finance, explained that President Jokowi has given directives to increase CHT (Tobacco Products Excise) in 2022, including HPTL products such as electronic cigarettes or vapes.

According to Sri Mulyani, this excise increase is in line with the government's harmonization of tax regulations (HPP) on HPTL products as stipulated in the HPP Law. Therefore, the government has set new excise rates and HJE (retail selling price) for products such as electronic cigarettes.

"The minimum HJE increase is 17.5 percent, the specific tariff amount is adjusted to the magnitude of that HJE increase," said Sri Mulyani at a press conference on the 2022 CHT policy, Monday (13/12/2021) afternoon.

Products that will experience a price increase after the adjustment of HPTL excise are solid electronic cigarettes, open-system liquid electronic cigarettes, and closed-system liquid electronic cigarettes. Furthermore, regulations will also be applied to HPTL products in the form of chewing tobacco, molasses tobacco, and snuff tobacco.

"The calculation of excise and HJE for open- and closed-system liquid electronic cigarettes will be based on milliliters, and for solid products and chewing tobacco, it will be based on weight, namely grams," said Sri Mulyani. The following are the details of the excise tariffs and minimal retail selling prices (HJE) for other processed tobacco products:

Electronic Cigarettes (RE)

• Solid vape: tariff Rp2,710 per gram, HJE Rp5,190 per gram
• Open-system liquid vape: tariff Rp445 per milliliter, HJE Rp785 per milliliter
• Closed-system liquid vape: tariff Rp6,030 per milliliter, HJE Rp35,250 per milliliter

Other Processed Tobacco Products (HPTL)

• Chewing tobacco: tariff Rp120 per gram, HJE Rp215 per gram
• Molasses tobacco: tariff Rp120 per gram, HJE Rp215 per gram
• Snuff tobacco: tariff Rp120 per gram, HJE Rp215 per gram
