APPNINDO (Alliance of Indonesian Electronic Nicotine Delivery Business Owners) believes that the excise duty for closed-system vapes in the current regulation is too high. According to APPNINDO, the excise duty is 11 times higher than for open-system vapes. They hope that the government can revise the excise duty in the current regulation so that the industry can continue to grow and create many job opportunities in the future.

According to APPNINDO, closed-system vapes have a lower health risk considering the low external contamination due to their closed system from the production process until they reach the consumer.

"Because with closed-system vapes, consumers cannot use e-liquid other than what is already provided by the manufacturer in the cartridge. Consumers also cannot change or replace the atomizer (coil and cotton), ensuring there are no malfunctions or human errors," said APPNINDO Chairman Roy Lefrans Wungow when contacted on Wednesday (15/9/2021).

Given the explained safety considerations, APPNINDO regrets that the excise duty for closed-system vapes is higher, as it can burden consumers.
