APVI Optimistic Vape Industry Will Recover Next Year

The APVI (Indonesian Personal Vaporizer Association) assesses that throughout 2020, the vape industry experienced a decline in sales. However, APVI believes that this decline will not happen again in 2022.

According to APVI Secretary General, Garindra Kartasasmita, sales in the vape industry decreased by around 10-15 percent during the COVID-19 pandemic in 2020-2021.

"We are optimistic that it will recover next year. Since October 2021, stores have started to see an increase, although it is not yet widespread, but it can be concluded that the market is starting to rebound," said Garindra, Wednesday (15/12/2021).

The reason for APVI's optimism about the resurgence of the vape industry next year is because vaporizers are now in demand by many people and can be accepted by the community as an alternative in suppressing the prevalence of smoking and helping to reduce health risks affected by cigarettes. Therefore, Garindra also hopes that the government will immediately form specific regulations for HPTL to protect consumers and producers.

So far, the only regulation for HPTL products and industry is Minister of Finance Regulation Number 156/2018 concerning excise rates on tobacco products. This regulation sets the excise rate for HPTL at 57 percent. The Harmonization of Tax Regulations Law (HPP) regulates the addition of new types of tobacco products, namely e-cigarettes, which were previously classified as HPTL in the form of tobacco extracts and essences (EET).

The Ministry of Finance also noted that open-system liquid e-cigarettes are produced by 164 small and medium-sized industries (IKM), while closed-system liquid e-cigarettes are fabricated in packaged form and produced by large industries.

The National Standardization Agency (BSN) is known to still be working on the Indonesian National Standard (SNI) for liquid nicotine HPTL products. Previously, BSN had completed the SNI for heated tobacco products (HTP) HPTL.

"Hopefully, seeing the developments in Indonesia and other countries, the government can position the regulation of this product as it should be, namely as a harm reduction product," said Garindra.
