The Reasons Why Vaping is 95% Safer Than Cigarettes

Most vapers know that vaping has been declared 95% safer than smoking by Public Health England, but few know why.

To better understand where the “at least 95% safer” statement comes from, we need to look at another study conducted by an “international expert panel convened by the Independent Scientific Committee on Drugs”. The latter researchers “developed a multi-criteria decision analysis model of the relative importance of different types of harm associated with the use of nicotine-containing products.”

Analyzing twelve products, fourteen harm criteria were defined, seven of which posed harm to the user and the other seven posed harm to observers. The study authors rated all products on each criterion for their average global harm using a scale with 100 defined as the most harmful product on a given criterion, and a score of zero defined as harmless.

The results are as follows:

As clearly shown above, ENDS (e-cigs) scored less than 5, meaning the devices carry approximately 5% of the risk of smoking. In other words, "vaping is at least 95% safer than smoking."

After reviewing the relevant scientific literature, PHE concluded that the harms associated with vaping are likely "very low" compared to those associated with smoking.
